Q:

Our company doesn’t use Adobe® Reader or Adobe Acrobat. Can I still view the TRICARE manuals web site?

A:

You will need a software product that can display PDF files on your computer. The TRICARE Manuals are published using the PDF file format. If you don’t have a software package that can display PDF files then you can not view the TRICARE Manuals. We will not be able to support you if you are using a non-Adobe product to view PDF files. Many such products do not support links when viewing a PDF in a browser. It isn’t that we don’t want to be able to support you. It is just not possible for us to have every software product available to our support staff. We will try to assist you in anyway possible but if we don’t have the same software as you, our support will be very limited.

Q:

I can see the table of contents for the Policy Manual but I can’t see any of the sections for the Policy Manual? How do I see the individual sections of the Policy Manual?

A:

There are links in the table of contents that will take you to a chapter table of contents. You can tell where the “hot spot” for the link is by moving your cursor over the entry that contains the chapter number and title (or section number and title) that you are interested in. When your cursor moves over the “hot spot” for the entry, it will change to a “finger” cursor. Sometimes the ENTIRE entry is not a “hot spot”. If an entry in a table of contents does not appear to have a “hot spot”, move your cursor slowly from the beginning to the end of the entry. At least one portion of the entry will have a “hot spot”. A table of contents entry may not be covered completely with a “hot spot” if part of the entry is a different color (usually indicating a change to the entry). The “hot spot” is usually to the left of the first “color change” in the entry.

Q:

I can see the table of contents for a manual, but when I click on a chapter title in the table of contents, I get an error. Can you tell me how to fix this?

A:

This is most likely caused by an incorrect configuration of Adobe Acrobat on your computer. Adobe Acrobat can display TRICARE Manuals files within your internet browser or it can start up Adobe Acrobat and display the file in Adobe Acrobat (outside of your internet browser). This is a subtle distinction, but the TRICARE Manuals web site has been design to work by displaying the TRICARE Manuals within your internet browser window, not outside of it. The links within the TRICARE Manuals will only work correctly if the TRICARE Manuals are displayed WITHIN your internet browser using Adobe Acrobat. Many browsers provide PDF viewer plugins that do not support links within PDF files when viewing within the browser.

Q:

I see eight different links for the TRICARE Manual that I want to view. Which one of these links do I use?

A:

There are numerous links for a single TRICARE Manual. The following is a description of what the various links provide:
On the main web page for each manual, you will notice that the primary links are arranged in three sections: View, Download, and Search. These three section titles should guide you initially in your selection of a link. The links in the “View” column provide links for viewing the TRICARE Manuals and related items interactively while you are on the internet. The links in the “Download” column provides links to download manuals to your computer (in ZIP file format). The items in the “Search” column provide the capability to search the TRICARE Manuals.

Note: Throughout this description “XXX” refers to a change number which varies from manual to manual and changes over time.
“View | Table of Contents at Change XXX”
This link is the primary means to view a TRICARE Manual online. Clicking on this link will take you to the table of contents page for a TRICARE Manual. Each TRICARE Manual is broken into a hierarchy of individual sections. You must use the links in the table of contents to access all of the sections in a manual. Most individuals will normally only use this link in the “View” column.
The selection of the manual version defaults to the latest released version of the TRICARE Manual. If you wish to view an older version, you may select a different version by using the drop down list labeled: “Version:”

“View | Change History”
This link will take you to the TRICARE Manuals Change History page. This link is useful for individuals wanting to analyze the history of change on a particular topic. It does not provide a consolidated view of a current TRICARE Manual. This view will list each section that has changed since the TRICARE Manual was initially published. If a section has never changed only the original baseline version will be included in the list.

Each section of the manual can be expanded (by clicking on the “plus sign”) to show the change number that changed that section (the date of the change is also displayed). This link is to the version of the TRICARE Manual as it looked when the change was released.
“View | Affected Pages”
This link will show you a page that contains a link to each section that was changed in this release of the TRICARE Manual. This link is useful to individuals wanting to quickly review changes to a TRICARE Manual online. The TRICARE Manuals are frequently updated and many individuals want to be able to conveniently identify and view the changes.
“View | Change Transmittal”
This link will show you a file that contains the official government documentation that implements the change to the TRICARE Program via a change to the TRICARE Manuals. This link is useful for individuals that are maintaining a complete paper trail of the changes to a TRICARE Manual. It contains a summary of the change and instructions for updating a paper copy of a TRICARE Manual.
“View | Published Paper Change”
This link will show you a file that contains the official government documentation that implements the change to the TRICARE Program via a change to the TRICARE Manuals. This link is useful for individuals that are maintaining a complete paper copy of a TRICARE Manual. It is the same as “View | Change Transmittal” plus it also includes a copy of all “change pages” for a TRICARE Manual for a particular change. This file provides the instructions and replacement pages for updating a paper copy of a TRICARE Manual. The TRICARE Manuals are published on the front and back of a paper page. When changes are published to a TRICARE Manual both sides of the paper page are included even if only a single side of the page is changed. You may notice pages included in this file that aren’t marked with change information for this reason.
“View | Acronyms”
This link will show you a file that contains definitions of the acronymns used in the TRICARE Manuals.
“View | Color Legend”
This link will show you a file that explains the color coding used in the TRICARE Manuals. Color is used within the TRICARE Manuals to signify such things as changes and hypertext links.
“Download | Entire Manual at Change XXX”
This link will download an entire TRICARE Manual contained in a ZIP file. This link is useful to individuals that have limited access to the internet or want to print a copy of a TRICARE Manual. The downloading of a TRICARE manual should only be used as a last alternative to viewing the TRICARE Manual online. The TRICARE Manuals are updated frequently. A downloaded copy of a TRICARE Manual will quickly become out of date. Online viewing of the TRICARE Manuals is encouraged to avoid this problem.
This link can also be used if you have a problem viewing the TRICARE Manuals online.
The ZIP file that you download will contain the entire manual with individual sections in separate files. Each section, addendum, appendix, and table of contents is in a different file. The master table of contents (named YYYYtoc.pdf where YYYY is the four letter acronym for the manual; e.g. TR08, TP08, etc) should be your starting point to view a TRICARE Manual. It contains links to the table of contents for each chapter. The table of contents for each chapter contains links to each section. The entire ZIP file must be unzipped into a single folder for these links to work correctly.
“View | Sections Affected by Change XXX”
This link will download a ZIP file that contains only the sections that were changed in this release. If you would like to only download sections that have changed you would use this link.
“Search”
Enter the text that you would like to search this TRICARE Manual for. If you would like to perform a more complicated search you will need to use the full-featured search page at http://manuals.tricare.osd.mil/pages/Search.aspx.

Q:

When pulling up the TRICARE Policy Manual at the latest change, why is it coming up with only 2 pages?

A:

The Policy manual that you want to view is over 1000 pages so we don't put it in a single file. The two pages that you viewing are the master table of contents for the Policy manual.
Each TRICARE Manual is organized for online access using links to connect the files. If you click on a chapter title (in the Policy manual table of contents), the table of contents for that specific chapter will open. If you click on an entry in the chapter table of contents, that section will open. This is the normal way to view a TRICARE Manual online.

Q:

I am using an older version of Internet Explorer (8 or earlier) and I can’t see the TRICARE Manuals on the web site. Is there a problem with viewing the TRICARE manuals with an older version of Internet Explorer?

A:

The new version of the TRICARE Manuals site is designed to be used with the latest version of Internet Explorer (IE 11). However, Internet Explorer 9 and 10 should work as well, although some functions may not display as intended. We encourage you to upgrade to the latest version of Internet Explorer.
To provide backwards compatibility with Internet Explorer 7 and 8, the previous TRICARE Manuals site is still available for use and can be accessed at the following url: http://manuals.tricare.osd.mil/pages/v3/Default.aspx. If you are still having trouble viewing the PDF documents in your browser, try to use the "try viewing the document in a new window" link at the top of the View Manual File page to successfully view the pages of a TRICARE Manual.

Q:

Can I use my Apple® Macintosh® to view the TRICARE Manuals web site?

A:

Yes you should be able to. However, at this time the TRICARE Manuals support staff does not support individuals using Macintosh computers. One of challenges to providing support to all types of computers is that we have to have a copy of each possible computer/web browser/Acrobat combinations to test with. This is a major challenge for just Windows. We do not have the equipment to test the web site with an Apple Macintosh. However, we have attempted to use industry standard technology on the TRICARE Manuals web site that should be compatible with most types of computers, including tablets and smart phones.
If you can not view the TRICARE Manuals interactively, we suggest that you download a TRICARE Manual (via a ZIP file from the web site). You can then unzip the TRICARE Manual to your local hard drive and view it that way.
The ZIP file that you download will contain the entire TRICARE Manual with each individual section in a separate file. Each section, addendum, appendix, and table of contents is in a separate file. The master table of contents (named YYYYtoc.pdf where YYYY is the four letter acronym for the manual; e.g. TR08, TP08, etc) should be your starting point to view a TRICARE Manual. Q:

I am having a hard time moving around in your website. Can you give me detailed instructions on how to do this?

A:

There are two primary means of accessing the content of a TRICARE Manual: a) search on a word or phrase b) start at the table of contents and access each section by name. You must have Adobe Acrobat installed on your computer.

1) From http://manuals.tricare.osd.mil click on the name of the manual that you wish to access. (Assume "TRICARE Reimbursement Manual 6010.60-M" for this example). This will take you to a page that has links on it for accessing that TRICARE Manual.
2) If you wish to search on a word or phrase, type the word or phrase in the box provided in the third column labeled "Search". After you type in the word (or phrase) you just hit the "Search" button. You will see a list of the most likely sections that contain the word or phrase. You can then just click on the name of the section to retrieve that section.

3) If you would like to access the manual through the table of contents click on "View" "Table of Contents at Change XXX". This will display the master table of contents for TRICARE Reimbursement Manual 6010.60-M. You can then navigate through the hierarchical table of contents using the '+' and '-' controls to find the chapter or section that you wish to view. From here you can click on the title of the section that you are interested in and that section will be opened.

Q:

I need to know what the TRICARE policy was on January 1, 2006. Can you help me find this information?

A:

The TRICARE Manuals web site contains every version of the TRICARE Manuals going back to 1998. All versions are accessible on the web site. There are several ways to see the TRICARE Manuals that were effect on January 1, 2006.
The simplest way is to go to the main page of the TRICARE Manuals web site (http://manuals.tricare.osd.mil) with your web browser. In the main menu at the top of the page there is a button titled: “Manuals by Date”. Click on this link (or click here) and you will be taken to the “View Manuals by Date” page.

At the top of the page type in the 01/01/2006 (or selected it from the “Calendar” icon). Select “Update”. You will then see a list of TRICARE Manuals that were in effect on January 1, 2006.

You can view each of these manuals (as they were on January 1, 2006) by expanding a manual (click on the plus sign to the left of the title). You can then access the TRICARE Manual with the links provided.

Q:

I see two copies of the Policy Manual. What is going on?

A:

The TRICARE Management Activity contracts with managed care contractors to provide health care services. The TRICARE Manuals are part of the contracts between the government and the contractors. From time to time the government must issue new contracts. When these new contracts are issued a new set of TRICARE Manuals is normally issued. If you see two Policy Manuals (or two of any other manual), it is because there are different contractors under contract using the different Policy Manuals. This is normally a transient state and only occurs as new contracts are phased in (and the old contracts are phased out).

Q:

When I view the TRICARE Manuals, I only see the left half of a page like it is zoomed in too far. How do I fix this?

A:

The most likely culprit for this is a zoom setting within Adobe Acrobat. In the Acrobat Preferences you should make sure that the default zoom setting is set to "Automatic". This setting is under "Preferences" on the "Page Display" tab. It is at the top of the tab and is called "Default Layout and Zoom". After you make this change, it is necessary to close your internet browser and reopen it. If the zoom still hasn’t changed, try to reboot your computer.

What do the different colors of the text in a TRICARE Manual signify?

A:

The colored text in the TRICARE Manuals is used to indicate changes and to identify links located in the text. You can view a detailed description of their usage by going to the “View | Color Legend” link for any TRICARE Manual.

Q:

How do I search in a single manual?

A:

The simplest method for searching a single TRICARE Manual is to go to the page for that TRICARE Manual. In the column labeled “Search” is a box to type the word or phrase that you wish to search on.

If you would like to do a more complicated search on a single manual you need to go to the advanced search page at http://manuals.tricare.osd.mil/pages/Search.aspx (or you can select the “Search” button in the top right corner of the page).

Can I search across multiple manuals?

A:

Yes you can search multiple manuals with a single search. You need to start at the Search page (http://manuals.tricare.osd.mil/pages/Search.aspx).

Q:

I did a search and I have a list of matching sections. I click on “View (Highlight Search Words)” and it shows me the correct section but nothing is highlighted. What can I do to see search highlighting?

A:

You are most likely using an Adobe Acrobat X or later product. In this version of Adobe Acrobat, Adobe removed the capability to highlight words. We are investigating alternatives to provide highlighting for Adobe Acrobat X users. We currently recommend that you go into the TRICARE Manual section that you found and use the Adobe Acrobat “Find” function to assist you. The “Find” function will find a word in the file that is currently open. You can access the “Find” function by right clicking in the window (but not the displayed document) and selecting “Find” from the pop-up menu. You can type a word in the box that is displayed and press enter to find the first occurrence of the word in the open file. After your first search you can use the arrows to the right of the box to find the previous or next occurrence of the word.

Q:

On the Advanced Search page there is a radio button labeled “Search all versions of the selected manual(s)”. What does this do?

A:

This button works together with the “Search most recent version of the selected manual(s)” located directly above it.

By default all searches are performed on the latest version of a TRICARE Manual. If “Search most recent version of the selected manual(s)” is checked, the search will only search the current version of the TRICARE Manual(s) with check marks in the list displayed at the top of the page.
If “Search all versions of the selected manual(s)” is checked, all versions of the selected TRICARE Manual(s) are searched. This option can give unexpected results. If the TRICARE Manual that you are searching has 100 changes to it and the word that you are searching on is in one file in the latest version of the manual, you will most likely get 100 versions of the same file if all 100 versions of that file have the same word. This feature is of limited utility to most users and should only be used in special circumstances.

On the Advanced Search page there is a radio button labeled “Search only those sections included in change packages(s)”. What does this do?

A:

The initial version of a TRICARE Manual is published in its entirety. After the initial version of a TRICARE Manual is published, the sections that are changed are tracked by the TRICARE Manuals web site.

If this option is enabled (by checking it), only those sections that have changed since the original version of the manual will be searched. This search will find any word in the section, not just the words that have changed. This feature is of limited utility to most users and should only be used in special circumstances.

Q:

I just performed a search and I see the results of my search. It returned 1600 results. How can I narrow my search down?

A:

The left side of the results page provides two simple ways to narrow down your search 1) perform an additional search WITHIN the current search results, and 2) change which TRICARE Manuals appear in the search results.

You can type additional words or phrases in the box labeled “Search within results:” When you press “Go” your new search results will be narrowed down by the additional search words (or phrases). You will see that the displayed “Search Criteria” is updated to include the words that you used to narrow the results.
You can also use the “Selected Manuals” list on the left to remove a manual from the results or to limit the results to a single manual. The “Selected Manuals” list allows you to remove a manual from the results by clicking on the “X” to the right of the manual name. You can also click on a manual name and limit the results to only that manual. You may want to pay attention to the number in parenthesis just to the left of the “X”. This number is the number of files found for that manual. This information may be helpful in narrowing your search results.

Q:

Can I download the TRICARE manuals to my workstation?

A:

Yes. You can download the latest version of a TRICARE manual by using the “Download | Entire Manual at Change XXX” link for a manual. The entire manual will be downloaded in ZIP file format. If you unzip a TRICARE Manual into a single folder, the links between the files within that manual will normally work.

If you want to download multiple manuals, the links between different manuals will not work unless you place each manual in a properly named and located directory. You must place the corresponding manual(s) in the following relative directory structure with the exact directory names shown to allow these hypertext links to work (The current T2017 manuals names are shown. The T3 manuals names are slightly different).

This is a simple directory structure that only requires that the subdirectory (e.g., TO02, TP02, TR02, TS02, etc.) for each manual be created in the same directory (AnyDirectory) as the other manuals. The T3 manual names are TO08, TP08, TR08, TS08, FR05.
If you want to unload and extract the zip files locally (and want all of the links to work), you should download all of the manuals and place them in the appropriately named directories. The links will then work locally. We don’t recommend this practice because the manuals change frequently and it is very easy for your copies to get out of date.

Q:

How can I download a whole chapter at a time? It appears I have to go page by page which is very time consuming.

A:

While it is not possible to download just a single chapter since most chapters are broken up into several files, it is possible to download an entire manual in a single Zip file. On the page for each manual there is a “Download | Entire Manual at Change XXX” link. If you unzip the contents of the entire manual into a single directory you can easily review an entire chapter (albeit one file at a time).

Q:

I have downloaded a manual and am able to view it. However, I would like to combine the PDF files into one and utilize bookmarks to navigate around. I am unable to do this because of password protection. Do you have any other suggestions as to how to obtain or download a TRICARE Manual so that all files are contained into one file?

A:

I am sorry but we don't support combining a TRICARE manual into a single file. Each manual is designed to work as a set of separate files. All of the links within the files (table of contents and cross references) only work within this file structure. If all of the sections are combined into a single file the internal file links will not work. The main disadvantage to having them in separate files is the inability to easily search an entire manual. However, if you are an Acrobat Professional or Standard user you can use the "Full Text Index with Catalog" to create an index and then search across multiple files.
We try to meet many different needs for how the TRICARE Manuals are used. We have looked at how to handle bookmarks for individuals and have not come up with a good solution. Our publisher requires that the files be locked against editing which creates a problem for creating bookmarks. We also update the manuals continuously and individual bookmarks would be wiped out whenever a section is updated. Therefore, we can't currently provide you with a way to create bookmarks within the Manuals.

A:

Yes. Please go to the Manuals Mailing List Registration Form at http://manuals.tricare.osd.mil/pages/MailingListRegistration.aspx and use the form located here to subscribe to mailing list(s). These mailing lists are only used to distribute notices of changes to the TRICARE Manuals. You should receive a confirmation message from the list server within 48 hours.

Q:

How do I stop getting emails about changes to the TRICARE manuals?

A:

If you want to remove your name from a mailing list, please go to the Manuals Mailing List Registration Form at http://manuals.tricare.osd.mil/pages/MailingListRegistration.aspx and use the form located here to unsubscribe from the mailing list(s).
You may also send an e-mail message to listserv@listserver.tma.osd.mil with the words:

Q:

I subscribed to be notified of changes to the TRICARE Manuals. My email address has changed. What do I do?

A:

You will first need to unsubscribe from your old email address. If you can no longer send an email from your old email address, send us an email at dha.buckley.health-opns.mbx.tricare-manuals-web-site-support@mail.mil. In this email please tell us what your old email address was and which manuals’ mailing lists that you were subscribed to. We can then manually unsubscribe you from these lists.
You then need to go to the Manuals Mailing List Registration Form form at http://manuals.tricare.osd.mil/pages/MailingListRegistration.aspx and subscribe to the mailing lists using your new email address.

Q:

Are there any alternatives to the email subscription list for notification of changes to the TRICARE Manuals?

A:

An RSS (Rich Site Summary or Really Simple Syndication) feed is available for each manual that is updated each time a change is published. You can use an RSS reader or other software that supports RSS (such a Microsoft Outlook or Microsoft Internet Explorer) to subscribe to an RSS feed. The RSS Feed links for each manual are located on the Manuals Mailing List Registration Form form at http://manuals.tricare.osd.mil/pages/MailingListRegistration.aspx (look for the RSS Feed link under each manual).

Can you mail me a paper copy of the Policy Manual?

A:

Sorry, but we do not normally provide paper copies of the TRICARE Manuals. The TRICARE Manuals are very large documents. The Policy manual alone is over 1000 pages. We have found that most individuals prefer to see and use the TRICARE Manuals electronically. Electronic versions of the TRICARE Manuals can be easily stored, updated, and searched. However if you feel you need to have a paper copy we recommend that you print just the sections that you need.

A:
